Analysis of the
expenditure of Union Budget :: A Budget which projects as to Grow Like A Tree
Good that the Union
Budget prepared and presented in the
house did not so far get any negative howls by the opposition..
This is the first time ever that the
budget that was passed was not criticized heavily by the opposition as
they found nothing that extra to raise their voice. Infact the budget presented
for the year 2021-2022 is a very good
budget which promotes and which aims at development of everything that could
cover and encompass the entire small to the big element that needs to be
covered by the budget.
The most critical
constitution of the budget is that WHAT ARE THE EXPENDITURE THAT WOULD BE DONE
BY THE GOVERNMENT
There are 22 element that the Government which is ruling the
country since May 2014 has taken into account and each of the head has been
apportioned the amount that the Government would spent on the same. A detail
analysis of the same ought to be studied critically and evaluated whether is

the area of North-Eastern state , and raise itself to bring up these
institution within a fixed and the stipulated time.
Without the proper educational institution and without the
proper facility of health education ,
and the institution of health maintenance , coupled with the means of communication, and transportation
as well as without the proper health and it’s standard to maintain that , the North Eastern State will continue to
suffer. The inhabitants of this region are ROBUST in their health not because they
are blessed with the elements of the Government institute to take care of the
same but because of the fact that they are very health conscious and the very tough regime that they pass
through right from their birth till their end where they are exposed to the
toughest grind for survival, makes them very tough and hard as a human being.
However it cannot be expected of them to rush to Kolkatta or to any part of
India to get themselves checked and rechecked if in case they are to be
operated or undergo any surgery of say heart. This is the gray area and the development
ought to be done taking this measures in account.
The TOTAL

AIRLINE CONNECTION IS NOT AVAILABLE FOR THE PEOPLE TO MAKE USE OF THEM AND
UTILISE IT FOR THEIR EMERGENCY SITUATION THAT THEY MAY FACE.
The railway tracks also needs to be added for the railways ,
if possible, if the terrain offers them to reach over there , to these areas
for the people to commute . I have personally visited Manipur at Imphal in 1990
, Sikkim in 1993, Tripura in 1993 and what I observed was horrendous. The
railway line at that point of a time was not possible to be laid to connect
Sikkim to Kolkatta because of the land which offered no such facilities and the
provision to connect Gangtok to Sikkim so this area ought to be connected by
road from Siliguri to Gangtok .These are the small and the big concerns that

of the GDP will get a new life to rise up and come to the fore
of providing those I-A-I taxes to the Government which again will put the
money and roll it into the business.
“ GREAT CARE OUGHT TO BE TAKEN

will see a steep fall and that will curb the Government to earn that amount of

labour DIRECTLY affects the GDP points of the Government and it curtails the
micro earnings of the Government affecting the MACRO ECONOMY by about more than
2.5% .
It
reduces the employment at the lowest level and it puts off the factor of
productivity and production which hits the Macro economy and crushes the
industries as a result the Bank, the NIFTY, the BSE and other such

Unfortunately the transport sector has been totally neglected by the Government

Transfer To The state :: One
needs to understand all about the transfer of the funds from the Centre to the

central taxes devolved to states are untied funds, and
states can spend them according to their discretion. Over the years, tax
devolved to states has constituted over 80%
of the total central transfers to states .The centre also provides grants to
states and local bodies which must be used for specified purposes. These
grants have ranged between 12% to 19% of the total
transfers.
The present Budget entails a total of Rs 2.93,302
crores to this head. For the year 2019-2020 it was The
total transfers to states from the Centre was a 10 per cent increase
in the financial year beginning April 2019. This amount now as said
stands at Rs 2,93,302 crores and this again will see the sates to take care of
itself in the appropriate area .
The problem with the state is that the STATES DO TAKE THE MONEY AND THEY KEEP ON
DEMANDING AT TIMES EVERYTIME FOR THE SAME BUT THEY NEVER OR HARDLY SUBMIT THEIR
STATEMENT FOR EXPENDITURE , OF TH MONEY THAT THEY RECEIVE FOR THE SAME .
The net result is the Centre then does not gives the money
thereafter to the state and the state then strats struggling as their
expenditure gets cushioned for all the time. .This is where the people of the
state suffer .
D ) .
Tax Administration :: What is Tax
Administration and one ought to learn and understand it.The
term "tax administration" means: a. the administration, management, conduct, direction, and supervision
of the execution and application of the internal revenue laws or related statutes . The task of a tax administration is to collect
all tax revenues due in a fair and efficient way with limited costs for
taxpayers and the tax administration itself. Therefore, a tax administration
needs (1) to ensure that taxpayers comply with the rules and (2) adequate
resources (well trained staff, IT, budget).
It is therefore understood that the Tax collection andf it’s
method is the administration of the tax. A proper tool and it’s management
would help the Government to collect the entire revenue that ought to come to
the Government. The first step is that the Government has to spend on the tool
that it possesses to collect all the tax that ought to come to the Government
.The Government at times also needs the help of the state to collect the tax ie
it’s money or the revenue that comes to it.
For the present budgeting year, the Government has outlayed a
total expenditure of Rs 1,31,100 crores for the same. It has planned to
uopscale it’s Information Technology department for the same, beaise as usual
train it personnel from time to time to upgrade themselves with the rules etc
to make all effort to collect the
revenue for the same.
It is that and it is just to add that the tax collection in
any of it’s form till this time from the date of Independence has not been
precise and correct and the taxes have never been collected by 100% from 1947
to 2020.A lot of effort has been made in this context and in the manner that
could be applied by any mean to do it but never has the tax system in terms of
it’s collection has been correct and true to the expectation.
The one and the ones’ who are the payers just grease the palm
and considfer it as a MERCY that they do the the tax collectors those are there
in the field to collect these taxes. This shortfall has hit the Government and
to make up the deficit, the respective Government did bring many a scheme and
tools in the mid-terms taxes .However that is not the solution
.The solution lies in collecting the taxes that are due to the Government by 100%
and the Government has to be very strict in applying all the modes to do the
same. That is the only solution .
In America and in the European countries the taxes are
collected approximately to the tune of a nearby 100% if not exactly 100%. How
is that they do it. It is by Several
tools are available for tax administrations to evaluate their performance, for
instance the EU Fiscal Blueprintsand the Tax
Administration Diagnostic Assessment Tool (TADAT). The results of these evaluations show
where a tax administration has to take action and improve its performance.
Better the Indian Government takes the cognizance out of the
same and do it properly instead of WHEEL-CRUSHING the POOR Indian tax
payer who are at the MERCILESS END of these WHEEL CRUSHERS
The Indian Government ought to work on this tool. They have to study it and work on this tool that is illustrated as under . If they DO IT " RELIGIOUSLY " , their results achieved would be exactly 100%.

E ) . Social Welfare :: The Government wishes to spend a whopping
amount on the Social Welfare . It has outlayed a plan to spend about Rs 48,460
crores.This is about 1.39% of the overall budget
which stands at Rs 34,83,236 crores.
It takes care of all the social measures like
, to cite as an example the main social indicators of development
which include education, health, employment and unemployment rates and gender equality
.
Again to cite as an example , say a soldier or a policeman
has laid down his life while expediting his duty.This Government will
compensate the family and would give them the aids through it’s mean so that
the surviving members of the family comes up in life to settle themselves in
their life.
There was a 14% increase in the
budget allocation in the l;ast budget, for ministry of social justice and empowerment
and a 7.5% increase in that of tribal affairs ministry. This year it has got
uoto a stagrant and a spiraling figure which stands at Rs 48,460 crores and
this is a SKY-JUMP, to say the least, and to say that the biggest increase
has been in scholarship schemes for meritorious students from SCs, STs and OBCs
across ministries indicating the government’s emphasis on education for
vulnerable sections of society. The finance minister set the tone for the
social sector push early in her budget as she said, “ We wish to open up vistas
for a vibrant and dynamic economy with a gentle breeze of new technology. This
vibrant India shall be a caring society which shall attend to its weak, the old
and the vulnerable among its citizens.”
F ) . Scientific Department :: It is a truth and a fact that SCIENCE it is which will generate
more than 4% of the GDP if India really has to be very strong both on the
agriculture as well as in the mechanical front. At one hand our modes and the
means of the agriculture has to change and it has to add many methods of new
inventions and application to improve it’s output and on the other hand we have
to be a powerful nation by the MUSCLES and the BONES.
On one hand our arms and the weapons have to be
far more new and technologically very feasible and vibrant to put us in the
firm saddle, and on the other hand the inputs that we get it from the various
modes of communication, maybe the satellite or may be through the Information
Technology ought to be of the highest standard which conforms to the present
mode of the latest terchnology.
The Department of Science and Technology was budgeted ₹6,313 crore last year, but will likely spend ₹5,012 crore. It has been
allotted ₹30,640 crores, This is almost a FIVE-FOLD increase in the budget of this year. The Department of Scientific and Industrial Research was given ₹5,385 crore but its expenses are likely to
be ₹4,251 crore.
It could be assumed that the CHANDRAYAN – II will
see itself landing so safely on the moon if that is any indication or the
barometer to guage the shape of the things that would come out.

Never had been th Department of science before, was taken as
an outfit which could pruduce the earnings for the Government, but India has
now come to the terms that it can earn through the department of Science as well.
Just make the satellites for the countries that needs them or rent them your
own satellite as an example to the countries that needs them, and you start earning your revenue through
them .This is ONE example and there could be many and as many.
G ) .
Rural Development :: Unbelievable it might appear to one but the
fact is that the rural budget has been allocated a whopping increment of Rs
74,759 crores as compared to the last budget .It is an increment of 62.63% as
compared to the last budget. The Ministry of Rural Development has the fourth highest ministry-wise allocation in the Union Budget 2021-2022 , of Rs 1,94,633 crores. This is an increase
of Rs 74,759 crores approximately an increment of 62.63% (4.8%) over the
revised estimates of 20019-2020 budget.
Special provision has been covered and provided to the MNREGA
scheme of the Union Government . The last year figures for the last years
budget reads as Union Finance Minister Nirmala Sitharaman announced an
allocation of Rs 61,500 crore for the Mahatma Gandhi National Rural Employment
Guarantee Scheme (MGNREGS) for the year 2020-21, and it was down by down by more than 13 per
cent from the total estimated expenditure for 2019-20 which was at Rs 71,001.81
crore
However it sees a voluptuous rise in this year. One added feature
that the Government could do is that the workers that would be paid the MNREGA
money for doing their work in the field can be send to the farms ans the
agricultural land of the Indian Policemen and the Indian Soldiers doing their

SOLDIERS
The funds allotted under other premier flagship
schemes such as the Pradhan Mantri Gram Sadak Yojana (PMGSY) & the Pradhan
Mantri Awaas Yojana (PMAY), welfare schemes for roads and housing respectively
in rural areas, have increased.
Talking about the government's welfare schemes for
rural areas, Sitharaman said," Under the Deen Dayal Antyodaya Yojana for
alleviation of poverty, 58 lakh Self Help Groups (SHGs) have been mobilised. We shall further expand on SHGs ". The allocation for the Department of Panchayati Raj has increased on account of higher funds allotted to the Rashtriya Gram Swaraj Abhiyan and to add to that the government's vision is that all " public institutions " at gram
panchayat level such as anganwadis, health and wellness centres, government
schools, PDS outlets, post offices and police stations will be provided with
digital connectivity.
So, Fibre to the Home (FTTH) connections through Bharatnet will link one lakh gram panchayats this year.
H ) . Urban
Development :: Let us
first know what is Urban development in relative term before discussing
anything on this issue. It is the development or improvement of an urban area by building. One of the negative impacts of urban development is the non-farm ownership of farmland
.
Early examples of efforts toward planned urban development include orderly street systems that are
rectilinear and sometimes radial; division of a city into specialized functional quarters; development of commanding central sites for palaces, temples, and
civic buildings; and advanced systems of fortification, water supply and
water management……..
The first and foremost reason of urban growth is increase in urban population. Rapid growth of urban areas is the result of two population growth factors: (1) natural increase in population, and (2)
migration to urban areas. Natural population growth results from excess of births over deaths.
Hence this plays an important role when the budget ie the
ANNUAL BUDGET is taken into account. It
is the money poured on this head to keep the population at it’s brilliant best
to mauve and make them move which helps in productivity, production and ofcourse the enhancement
of the GDP and it’s growth. The Central Government is planning to achieve a GDP
of 11% plus. If that has to take place then it becomes imperative to keep the
urban development and the population that goes with it in it’s highest and peak
form.
The Government has planned to spend exactly Rs 54581 crores
in this budget. It was at the total expenditure on the Ministry of Housing
and Urban Affairs for 2020-21 and was estimated at Rs
50,040
crore. This is 18% higher than the revised estimates for 2019-20.
It is at the highest now with a overall increase by 9.07% as compared to the
last budget when it was presented by Madam Nirmala Sitaraman.
The housing and the development of the city will see rise in
the employment especially in the lowest level and the Micro Economics again will be on the fore front to
give the Government a boost in the earning from the lowest ebb. This augurs
well for the labours, the migrant labours and the semi, unskilled and the
skilled labours.
I ).
Interest :: This IS A VERY SENSITIVE AND A VERY
IMPORTANT PAYMENT THAT THE NATION GIVES IT TO IT’S CITIZEN COURTESY THE RULING
GOVERNMENT.
This entails the interest that the Government pays through
the banks to it’s depositors, the rate of interest that the Government pays to
the depositors in the UTI ( Unit Trust Of India ) , to the Provident Funds, the interest through the Post Office savings
etc to cite a few example.
The overall performance of the banks as well as the entire
Financial units of the Government of India has been at the abysmal end since
the last few years . To make the matter worst the Bank Fraud and the LOOTERS
like the Neerav Modi, the Vijaya Mallaya and many alike them have made the
entire Banking operation to loose it’s foot and limp in terms of anything to
see the banking performance takes a nosedive. This has crippled all the Banking
activities. The Co-operative Banks under the Nationalised Banks have been
looted in a very ugly manner by the looters and none of them exists now.The
Government had to take a back seat when it came to the banking operations.
The Reserve Bank of India has come up with reforms but the
Covid 19 made that go off the air. The other mode of improving the performance
of the bank by the directives of the Reserve Bank did not yield any improvement
in the Banking operation .
The reduction of the rate of interest on the PF, on the Bonds
released by the Banks and the performance of the UTI ( Unit Trust Of India )
has made the people loose their interest in any kind of a Banking investment
and the deposit. The Banking operation needs
to be completely tightened and the Banking investment that all the banks have
come up with ought to improve.This if comes up to the tune of a good business
will see the present Government giving a good dividend to the depositors and to
all the employees of the Government in terms of the returns in the PF, Gratuity
etc. Else the Government will have to face the music.
Anyway the Government to insert some kind of faith in the
public has announced a booty of Rs 8 , 09, 701 Crores in the Interest that they
have planned and that they wish to envisage and this is almost 10% more than
the previous budget, or it could be even more . However it has brought in some
additional features like the interest on Rs 2.50 lakhs of contribution to the
annual Provident Fund for a single year from now onward, will now have a tax deduction and this is again a rationalize the mode of
the deduction for the Provident Fund and this I take as an example. Obviously
the other mode of contributory fund also will see the same deduction as well.
From the point of view of the employee, the PF and it’s
contribution still ought to be modified and tuned up correctly by the Government.
The fall in the contribution and the reduction of the interest that was done by
the Government from 2004 to about 2019 has kept a lot of the employees in the
wilder side of a bad future which they forsee after their retirement. This is a
gray area that needs correction, affirmation and a reconstruction by the
Government and it has to act on it to infuse some bright and a great hope on
the employee’s.
J ) .
IT & Telecom - :: The
Information and Technology or the Information Technology as well as the Telecom
sector will see it getting a booty on it that the Government will be pouring on
the same and this will be Rs 53.108 crores.
The Government is all set to bring in a huge fillips in this
sector by modernizing the IT as well as the Telecom sector. Though it appears
so well on the paper the BSNL is at the RED ZONE and is breathing it’s last before
it’s death. The famous Indian telephone Industry is DEAD and it is lost for all
it’s count. The modern telecom operators from the private zone have swapped off
the Government and it’s Telecom sector.
The C-Dot is a duck which is lame and does not lays any eggs.The private sector
from the Information Technology arena have taken everything and the Government
has nothing to do or offer in this sector.
The Government aid seems to be pretty good but the remains of
the Officials in this sector either need to tone up and improve and make the
units viable or they have to be KICKED OUT. Competing against
the private players is not the cup of tea of the Government. Spending this huge
an amount on the sector and getting nothing out of the same is not going to
help anybody. The reforms and the trimmings of each of the units that belongs
to the Government in this sector needs to be addressed and improvement by leaps
and bound is the only way out. Only this can help to improve else the Government
will be pouring the WATER ON THE BACK OF THE DUCK in this sector.
K ) .
Home affair :: This is the most important department under
the Government of India. This department has gone to the dogs and it needs not
only refinement but also the overhauling to make it stronger and more
functional. The problem with this department is that the POLITICIANS
FOR OVER THE LAST FIFTY YEARS HAVE COMPLETELY MADE THE HOME DEPARTMENT LOOK
LIKE THE WATER THAT REMAINS IN THE
EARTHERN POT BUT CANNOT BE UTILISED AT ALL FOR ANYTHING.
The first thing that is needed for this department is the
most advanced training to take on the culprits and redress itself to the most
modern training to immediately guage the situation and then rearrange itself
for the combat.
Over the past few years we have seen a lot of internal disturbances
caused by the various unit propelled by the different political parties to
bring about some kind of a disturbing
situation to the country. We had seen many in the JNU Campus, the Shaheen Bagh
incident to cite as an example , the Kissan rally that we see now. The Kissan
Rally actually was an attack on the constituency of India and the uprooting of
the Tri-colour was nothing but a kind of a takeover by the anti-national.It

Ministry Of Home Affair needs to have a ANALYTICAL wing where all the SITUATION
ANALYSIS ought to be the job of the day.Every situation that has taken and

ONLY the 10% are AFFLUENT and SAUSSY does not means that India has IMPROVED
like anything where it could take on the BEST of the WORLD and that India would
become something of an EDEN on the earth within a few years.
The fact is out of the 27 crores family in India, about 22

2). The Government will STOP the PENSION in the near future
as this costs heavily to the Government.
Especially in the Public Sector units there is a fear and an
AIR that circulates and many are under the fear that WHAT IF THAT HAPPENS…….
Well to say it PLAINLY to the Government-:
“ IF THAT HAPPENS YOU WILL NOT SEE
ANYBODY JOINING THE DEFENSE FORCE, THE POLICE FORCE AND ANY GOVERNMENT UNIT ”
.
The CREAM of the Government job was and has always been the
Pension and the Povident Fund. After retiring from the Government job, this two
elements of the Government payment to the retired personnel’s of the Government
units has and had kept the OLDIES as the GOLDIES in the family. The need and
the necessity of the OLDIES to be considered as the GOLDIES existed then and
even now it exists.
If the Government decides to do away with all these- THERE
WILL BE NO BRAIN WHO WOULD LIKE TO JOIN THE GOVERNMENT SERVICE AT ALL. The
Government will find it very HARD to MAN and RUN it’s unit and without the
brain the Government units will collapse. The function of the Government will
take a GRAVE DIG in terms of the condition that it would face.
The Government has done a good job by fixing an amount of Rs
1,89,328 crores for this budget for the pensioners. This is I think 8.62%
higher as compared to the earlier budget which was at Rs The government is expected to spend Rs 1,74,300 crore on pensions in 2019-20 and in addition expenditure on
interest payments in 2019-20 is expected to be Rs 6,60,471 crore.
The Social measure taken by the Government is very good
enough for the one’s and the sundries to feel that this Government is doing a
very good job to fabricate the nation very strong on the social ground.There
should e no DOUBT lingering that the Government is partial to one kind of a
community and is adverse to pass on the justifiable elements to another group
or community as they are MINOR.

THAT THE CONTRIBUTION ALSO COMES TO THE GOVERNMENT IN TERMS OF CONSULTANCIES
AND ADVISE FROM THEM

government about many issues that the Government over there faces. These comes

The Covid -19 and it’s aftermath especially on the mind has

of Covid hitting them. The next is the WORKING FORCE which has to be vaccinated
in a very PHASED manner. Until and unless that is done there is NOTHING that is
going to improve in India.

offices and it’s hospital and the

One HOSPITAL with ONE DOCTOR to take on 50,000 people per day
will NOT help at all-NEVER. Similiarly the GYAENOCOLOGIST will have to do the
job of the same for which he or she has been appointed to carry out the duty. A
ORTHOPAEDIC cannot repeat CANNOT be a GYAENOCOLOGIST and vice versa. The condition
of the hospital’s manned by the Central Government is at it’s lowest ebbs and
the Government of the day needs to think on this line.
There are many hospital which only act as a REFERRAL one.
This is NOT that is the needed. You simple and simply CANNOT go on building the
AIIMS or any such Government hospital ACTING as a REFERRAL unit to refer these
cases to the APPOLLO’S and the one’s who are a BIG SHARK in this business.
Health had and has
taken the most MAJOR leap with an QUANTUM JUMP for 137 %. This was NEVER

Government.
P ) :: Education The Government of India has come out with a
new education plan. It is a very flexible plan which demarcates every student
after each of his examination passed in the graduation.It is or it can be described as PHENOMENAL in the
sense that it accredis the student even
if he discontinues his studies and based on that accreditation the student can
move out with a certificate of accreditation. This will enable him to get that
job based on the accreditation .
Undoubtedly this could be described as a revolution , a new
of it’s kind and perhaps the ONLY – ONE in Asia and maybe the first in the
world though I’m not very sure of it. However the anomalies and the uter problem of
this educational system is - :
A ) . It fails to provide any job with an assurance by the
present Government or even by the existing private industries.
2). The educational system is NOT practical and experimental
oriented. The PRACTICALITIES do not
exist in our system of education and that is not a good sign at all for the job
seekers .
3). The Universities are bereft of any RESEARCH FACILITIES
and the Colleges also do not bother to give any importance to the same .This
mars the adding of the deep rooted studies for the subject and this descales
the value and the system of the
education.
D ). The GRANTS to many University , either under the Control
of the Government or under the control of the University Grant Commission , has
not reached the University for the last six years or it could be even more than
it. No attempt has been made by the concerned department under the Government
of India to even it and crease it and the problem still remains.
E ) . The Quality of the life of the Professor’s and the
Teachers at the University is falling day by day.One of the most important
reason is that their salaries are not being released to them on the exact date
and this is happening in many of the Colleges that are under the respective
University and that are being paid on the UGC-AIDED-PAYSCALE. This is taking
away the INERTIA and the LIVELY-SPIRIT of the teachers who are engaged in the
process of teaching at the University and the Colleges. This the government
needs to haul and round off fast
On the paper definitely everything appears to be so fine and
so BLUE that it does not gives any reason for any search for the loopholes , but in reality
there are many problems that exists in the Universities and the sufferers are
the students.

the IMPORT that the nation does. Our EXPORT is so poor that we cannot even
compare ourself to the Sri-Lankans who export voluminous quantum of TEA and

the Rupee as against the Dollars , both here and at abroad. This is one of the
most important factor that our finished goods do not find any place in the
export market. The result is we are depended on IMPORT . No sooner that we
import, we pay those and them by dollars. The dollars at hand gets cushioned
and minimized as these goes out of the Reserve Bank of India to the respective
countries. This sees the fall in the value of the Rupee and to upscale that the
R.B.I raises the value of the Gold and the Gold then becomes very expensive
which in turn devaluates the price of the Indian Rupee, both here in the National market and also in the International market .
Once the value of the Rupee falls the exchange rate of the
Rupee as against the Dollars falls steadily. This is harming the Tourism as an
industry and as a whole because the tourist do not find the exchange value to
their liking here at India and they hift their base for tour to Indonesia,
Singapore, Malaysia and Sri-Lanka where they get more money in their hand and
prefer to spend more days in tose countries rather than India.

convert it into the Sri-Lankan money but they get only FOUR times the money
when they convert it here at India. That difference takes away the Ukrainians
and the Russians to Sri-Lanka. And we have been losing the foreign visitors
rapidly to them.
In the present context if the Government of India does not
finds out a BALANCING FACTOR for the same and keeps on increasing the price of
the PETROL the TOURISM INDUSTRY will be FINISHED here at India and this the
Government has to realia and realise , and put it back into the fold at the proper place. IT IS A MUST .
It hardly serves any matter to BOAST about the Government for
the amount that they wish to spend on the COMMERCE as the figure that I have is
about Rs 34, 623 crores. What is the FUN to see the CHICKEN-65 Masala that
prepares the Chicken Butter Malai , a dish which is the HEART THROB of every
NON-VEGETERIANS when you do not have the MOLLARS or the INCISSORS to chew it
properly to relish it and then gulp it for the stomach to do the rest.
NO CREDIT GIEV HERE TO
ANYBODY .What is this Department and the people working under the same doing
for so many a years. The reason is simple. For every DOLLAR that you increase
in the price of the petrol, you have to earn atleast TWO DOLLARS as your income
through exports. That will stabilize the-:
1). Gold Price that rules the nation,
2) . Gives you the
leverage to control the inflation ,
3). The Credit Lending and the Bank interest is regulated in
an even manner by the R.B.I
4). The Cash Reserve Ratio and it’s regulation by the R.B.I
helps the Banks to do a BETTER-LENDING business
5). It gives the buyer a more power to buy more goods that
balances and evens the functions of the industries, as a whole
6). The
RETURN-ON-INVESTMENT and the rate of the TURN-OVER of the money in business stabilizes
the MICRO ECONOMY which in turn strengthens the MACRO ECONOMY .
We since 1973 are failing to do anything better in the field
of the Commerce and the Industries and we are covering it either by BORROWING
from the market for the deficiencies that this nation is paying and that is
adding many a woes to the public in general especially the middle class of
people whose only mean to survive is the job that they do and keep on paying
the, KILLER , the “ TDS ” .It is a NATIONAL SHAME that this Ministry is
existing since 1947 and the place where India is when it comes to EXPORT is
even far below the Sri-Lankans and the Bangladeshi’s. SHAME on INDIA for the
same.
The question is – SHOULD THIS MINISTRY EXISTS AT ALL.
This Ministry is NOT
for Rahul Gandhi and Mrs Sonia Gandhi signing the “ BULL-SHIT ” with
China with Mr Manmohan Singh watching the proceeding with Mr Robert Vadra
standing beside him, and then Mr Kamalnath declaring 300%
of the IMPORT DEDUCTIONS ie , DISCOUNTS
for all the Chinese goods imported for this nation to become a “ IMPORT-SLAVE ” of the
Chinese .This is what had happened in 2008 and the Left parties , that supported that SHIT ( Storing High In Transit ) of a Government saw to it that
it
happened.

I had obtained the DIPLOMA in International Exports & Imports. My deep
studies really has made my WITHIN DEEP MY HEART and the lines to come out and
that is what I write it over here. Mr Modi really has to say to this
Ministry and the people working under it-:
SHAPE OUR OR SHIP OUT.
The amount that the Government would spent on this Ministry and it’s affair is Rs 34,623 crores. WHAT FOR if one takes the action and the reaction that emerges out of this Ministry. SHAME and a UTTER DISGUST to DIGEST the CHINESE BUFFALO TONGUE and the SNAKE SOUP if that is what is the Indians are to get year every year and decades after decades from this Ministry.

Agriculture and Allied activities Without
going into the intricacies of the same I have to ask ONE question - :
DOES
THE AGRICULTURE EXPORT PROMOTION COUNCIL EXISTS HERE AT INDIA . YES
if it is the answer the FINE. Next is
WHAT IS IT DOING.
No if it is the answer then - : WHY NOT. What was the various
Government doing . As far as I’m concerned THERE IS NO SUCH EXPORT PROMOTIONAL
COUNCIL EXISTING AT INDIA EVEN THOUGH INDIA IS A AGRICULTURE BASED ECONOMY.
A Planning Commission head Me Montek Singh Ahluwalia was the
CEO of the Planning Commission which has now become the NITI AYOG. He was
conferred with the Padma Shri. What For ?. May I ask this question.
Did it not get into the NUT of the Indian rulers anytime in
their life and it’s moment while ruling this country THAT A AGRICULTURE BASED ECONOMY OUGHT TO
HAVE A ROBUST AGRICULTURE EXPORTS? This is the way this country has run and is
being running. NONSENCE, I say.
I do not consider it worth anything if somebody says me that India
is the largest exporter of rice. Infact when I see the ROT at the F.C.I every
year it makes me, left WONDERING , is
INDIA THE LARGEST DESTRCUTOR OF RICE AND WHEAT.
Why would not a Farmer stage a dharna or an ANDOLAN when we
see it happening. The real PRIDE lies in the fact that India should be the
WORLD LARGEST EXPORTER of the potatoes and the onions. However we end up paying
Rs 80=00/Kgs for the tomatoes, Rs 40=00/Kgs for the potatoes and Rs 20=00 to Rs
40=00/Kgs for the onions at time. Is that make India anything good to be termed
as the agriculture based economy as a nation.
The kind of the spices that we grow here at India, the kind
of the vegetables that are sustainable that we
grow at India, the kind of the herbs and thre shrubs that we grow here
at india our export from these three or four varieties of different items as
mentioned here, every year should be fetching us a GDP of atleat 1% from the
exports of these items. HOW MUCH DO WE MAKE IT? .
Are we really serious enough to make up a 11% of the GDP at
the least this year. How do we make it is my QUESTION when I see that the
export is FULLY NIL as compared to anything. A mere pinch of SALT in the mouth
does not makes it anybody to say that he or she had GUAGED the entire salt that
lies in the sea or the Ocean. That is a FOOL DIE HARDY statement.
The Agriculture industry of India has enough potential to
make a GDP between 1% to about 3% but does anybody in the Government has the
HEART to allow to do it.Will the opposition which promotes these kind of a
nation wide strike and the andolan ie the Farmer's agitation and the strike , will allow this to happen. If YES then really
the FARMERS would be the KING. If not then the poor tax payers will have to
chop off their neck and continue to pay through their nose to keep the farming
sector in the hunt. What does the NATION need – a KING like farmers or a
PEASANT tax payers to keep the farmers on the hunt. This is for the nation to
decide and this would really see the revolution coming in this sector.
The agriculture is the backbone of this country. However this
backbone has never been made to add strength at all in this country as a result
the one’s who are seriously connected to agriculture are on the wheel chair and
many have left this world. It is because the DIRTY political system which
controls and regulate the agricultural market , has made it so. They have made
the Farmers a ploy, a tool, a string that is attached to their fingers to play
and pull the farmers like the puppets and this is the bane that has cripped the
entire ECONOMIS SYSYEM o this country.
When you have completely crushed your so called the TITLE of
economy as India is a agriculture economy . ie , your backbone for everything
HOW DO YOU EXPECT THE ECONOMY OF THE NATION TO BE FRMLY SADDLED AT IT’s RIGHT PLACE.
The Government would continue to give the farmers the MSP
(
Minimum
Support Price ) but until and unless the
Government raises it’s business to earn a minimum of 1% that would be attached
to the GDP or at the most about 3% from the export of the agricultural produce
, this country will never see the
farmers happy like the Americans or the Europeans.
Do anybody here knows that the Former England batsman from
Zimbabwe, Graeme Hick is a farmer. He played international cricket
for England. Does anybody knows that the Former Women Russian Tennis player who
is the first Women from Russia to win a Grand Slam title Madam Anastasia Myskina comes from a family of petty
agriculture . That defines it all. Nothing more to say and nothing more to
write. For that matter Phil Hughes, the Australian crickete who died after being hit by a bouncer on the head was from a fruit agriculture family from Australia and the New Zealander, Mark Greatbatch has an Apple Orchard as a mean for earning a living .
Mind you the England Cricket and County Board or any of the one's who belonged to the Board, of the respective cricket playing countries that I have mentiones, or the Russian Tennis Federation does NOT possess that kind of a money that their counterpart in cricket in India possesses yet these move around in a Mercedes Benz or in a Audi which the Indian farmers NEVER do the same. That speaks about the AGRICULTURE and it's system that prevails in that or those countries . Many a points to be taken and learned by the Indians.
I take this cognisance because while presenting the Union Budget for this year, the Finance Minister Mrs Nirmala Sitaraman was quoting all the HEFTIES of the Indian cricket players that they did at Australia. However the GRACIOUS lady does not knows the depth of the intricacies and the realities of those who are Farmers and are or have played cricket or Tennis for their country as Mr Anurag Thakur is a big " DUCK " in this area of General Knowledge to put his input for the same and to enlight Mrs Sitaraman . .
This Government has been paying through the nose for the
adversities that the Farmers are facing. But has it ever made an attempt to
earn anything out of the same. NO is the answer.
How long will you continue to pay through your nose and for
what an amount. Time has come for everybody to ask this question to all those
who ran the Agriculture Ministry of India. .I do not support tithe and the present
Kisan Andolan or the present farmer’s agitation. The one’s who tweeted for it
are the INSANE who actually do everything for the money that is paid out to
them. They do not know the amount of money that the Indian Government has been
paying to always refurbish the state of the plight and the conditions to make
the Farmer live for the next moment and the day. However I also do not agree to
the NON-EXPORT activities of the farming produce and all the Union Government
that ruled this country ought to be flayed for the same in public as a
punishment That is a fact.
S) :: Finance :: This is a department and a head which is so very important and it consists of as many as five different department which are as under-:
The Ministry comprises of the five Departments namely:—

Department of Investment and Public Asset Management
·
Department of Financial Services
However I would like to say that THIS IS A MINISTRY WHICH HAS TO BE 100% TRUE
TO EXPEDITE IT’S JOB IF AT ALL THE BUDGET OUGHT TO BE MADE A REALITY IN TERMS OF ACHIEVEING THE TARGET SET.
There are these attitude and attribute’s that is
required to make the budget successful by this Ministry and the one’s important
are-:
1). A strict discipline would be needed by the
personnel’s in this Ministry to see to that the target are met and fulfilled.
2). The job that this Ministry and the personnel’s
especially who are in the field ought to be very SINCERE in expediting their
job to fulfil the target and the objective set by the Ministry for collection
of the entire revenue
3). The Collection of the DIRECT TAX like the
collection of the Sale tax, the Income Tax to cite as an example has to be
picture perfect in terms of the entire collection by 100%.
I have very CLEARLY written that if the REVENUE COLLECTION of this Ministry is NOT by 100% then this nation will see a very ADVERSE condition hitting them and that would cripple this country and it is Mrs Nirmala Sitaraman who has to be a MINISTER as hard as ROCK and as TOUGH as STEEL to take the decision's to see to it that this Ministry does what it is expected them to do by more than 100%.That is only the NEED of the MINUTES and the SECOND for this Ministry. That is the ONLY recipe of success.
Every individual department that I have named here will have to be succesful in expediting and job and fulfilling the target by 100%.That is the only recipe - nothing LESS, nothing MORE .
The ELECTRICITY, actually is the MAIN element of energy.
However the electrification is NOT complete by 100% in India even after 74
years of it’s independence.
The shortfall has resulted into the productivity
falling by more than 40% and this is ONE OF THE REASON THAT INDIA HAS NEVER
BEEN ABLE TO ACHIEVE IT’S TARGET GDP OF 8%
THAT IT ALWAYS HAD FIXED FOR ITSELF.
1). Market
2). Exports
3). The Money that rolls into the Bank
4). The physical incapacity of the means of the
production and productivity.
5). The capacity to run the means of production by
100% in each and every case.
I have very thoroughly and very CRITICALLY dissected
the BUDGET presented this year but I do not see the FORESTRY taking any stage,
leave up the CENTRE-STAGE and without a proper forestry and it’s management on
the National scale by the Government neither the GLOBAL WARMING nor the SOLAR
ENERGY will see the best coming out of the same.
THE INTEIRM BUDGET HAS TO BE PLACED TO INCLUDE THIS ADDITIONAL LEFT-OVER
The other source of the natural ENERGY are the
PETROL and the DIESEL and this again has been analysed very critically and
minutely and the Government of the day ought to study this in a very critical
manner and set the tone correctly for the nation to drive it’s wheel properly
as the saturation point of the price level for the petrol and diesel has
reached it’s point of MAXIMUM and anything now beyond the price of Rs 89/litre
for petrol and Rs 82/litre for diesel will hit the sector that energises
the economy that depends on the movement
of the goods from one place to the another by the use of this two commodities,
which infact will uneven the market, the roll-on of the money and the
functions of the Banks. Madam Nirmala Sitaram ought to be vary and
watchful and take all the preventive measures to see the economy is not at it’s
state of crumble .
Mr Jaishankar and his vast
expertise is and would be needed to solidify our international understanding and relationship especially with
China which is going to POKE India at the border AGAIN AND AGAIN, with Pakistan in particular
to maintain a PEACE at the BORDER and MORE IMPORTANTLY with U.S.A which either
will MAKE India or will BREAK India. The international relationship with these

open out the market for India to do so well in the trade .
Over the years the international
relationship of India with the Americans was very good. The Trump Administration
made it the BEST and as a result India and her international flavor were the
best with the others at abroad. However the present American Government will
have to see India and her real problem along the border with her neighbouring
country in the light of the PRACTICALTIES and the REALITIES that emerges out of
the same before making any statement about India.
Pakistan as a nation is to be separated
as a whole by the U.S when it comes to and when it boils down to considering them
as a progressive nation that could be included and that could be inclusive at
all as a country which could be relied upon anything to do any better for the
other’s at all. Without that step being taken by the present Government of the
U.S under Mr Joe Biden the international spehere will never be easy to be
thought upon as the zone of improvement.
After the disease of the COVID –
19, if at all if any country that can make America a nation which could leap
back to it’s normalcy in terms of it’s GDP which is placed at almost (-) 7% to
come to the positive of atleast 1% to again start from that zone to the upper
zone, it would be INDIA for them , but their eye and their opinion about India has to change. America
for the next few years will never be able to do without India to improve on
their economy and for that they will have to see India from a real perspective
rather than those old laid back’s views and attitude that they have it for India, especially the party that Mr Biden and Mrs Kamala Harris belongs to , for India and especially
Mrs Kamala Harris has to see and think about India in a manner which could be
termed as real rather than being imaginary.
This Ministry will have to see that
the International Relation of India with all the PETRO-DOLLARS nation , with Iran, with
U.S.A and with the one’s which are a GREAT players of the European Common
market as well as with Israel and Russia is at it’s very HIGHEST peak.
THAT WILL BE
THE ONLY RECEIPE OF INDIA, HER SUCCESS AND THE GDP OF 11 PERCENT THAT WOULD BE
NEEDED TO BE WORKED UPON TO BE ACHIEVED
. THUS THERE LIES THE IMPORTANCE OF THIS MINISTRY.
Of course the Ministry of Commerce
for that matter has to WAKE UP. This Ministry, ie the MINISTRY
OF COMMERCE , has been a SLEEPING GIANT of India which really needs
to wake up . This Ministry FIRST has to be SHAKEN UP and then PUSHED to it's corner to exceed the limits that is needed by it to achieve the impossible which actually is POSSIBLE.
Here I have not taken the " UT " into consideration for which the Budget allocation is Rs 53, 026 crores and I did study a lot to find out what is this all about from the previous budgets that were presented by the Government of india. Since I do not know actually what is it I'm NOT in a position to describe it all .
This infact complete my analysis on the Union Budget for the year 2021-2022 .
I shall present another article on the union Budget which would be my last for the same .
ANALYTICAL POINTS FOR THIS BUDGET & REASON - ::
1), This Budget presents, HOPE, ILLUMINATION and a LIGHT for the FUTURE
2). This BUDGET really is the SELF-RELIANT, ie the " AATMANIRBHAR " BHARAT Budget as we call it
3). This budget is the budget presented which will eliminate to unemployment and POVERTY that India needs
4). This Budget is the BUDGET for " ME- YOU- EVERYBODY " .It is a PHASED-WELL-PLANNED budget .
5). This budget gives a real place for evaluation at every critical step to correct it if it goes wrong .
6). This budget creates the overcoming's of those Ministries which would fall short in it's attempt to fulfil it's target
This budget gets 6.5 points out of the 10 on it's scale that measures the GDP and is a very GOOD budget prepared
