Mr Shyam Negi And " KALPA " : The Two Face Of Indian Electoral Process ,The " FIRST " Voter Of India




The “ FIRST ” Voter Of Independent India ,Mr Shyam Negi accorded A Welcome For Voting In 2019 At Kalpa 

Some INCIDENT does not finds a place at all in the books at all.They are NEVER considered to be a HISTORY at all. Incase if you have some sort of a luck you will find yourself in the pages of history else you are not recognized at all.

This is the TRUE case of the FIRST ever VOTER in the annals of India and I’m talking about Mr Shyama Charan Negi who is at present 105 years of age and was a TEACHER who retired from Himachal Pradesh from a village near Kalpa.

Approached Shri Nehru To Establish A Pooling Booth At His Village-::

It was the year 1951 when India under Pandit Nehru had announced that the nation will go to it’s first ever poll in 1952. Hearing that this man who was then only 35 years of age, approached Mr Nehru , and he pleaded to give him only TWO minutes of time of talk to him. He requested the Personnel Secretary of Mr Nehru to uphold his request as he had come all the way from kalpa ,  an unknown village from a remote corner of Himachal Pradesh.

Hearing to it Mr Nehru held his request and when he met the Prime Minister, then , he just requested him that the entire village of Kalpa has fiver family of which there is only ONE, HE, who is alive to exercise his voting right .  HE REQUESTED THE PRIME MINISTER TO ARRANGE A POLLING CENTRE AT HIS VILLAGE KALPA SO THAT HE MAKES THE  USE OF THE FULL RIGHT TO VOTE FOR THE PARTY HE WISH .

Hearing the entire narration, Mr Nehru made all arrangement for that village and especially for him to cast his voting right and that was finished well before 1952 when the elections were held at India .

Thus it is in the history and in the book that the FIRST ever VOTER of India has been Mr Shyam Negi from the  village Kalpa from Himachal Pradesh.

It is also in the history book of India that the voting of the village Kalpa was  ON A SPECIAL CONSIDERATION was held in 1951 itself during the month of December , much before the voting were held at India in 1952 .There was one voter from Kalpa who cast his vote and that was Mr Shyam Negi.

Ever since then it has been the voting years of 1957, 1962, 1967, 1971, 1977, 1980, 1984, 1989, 1990, 1991, 1996, 1996, 1998, 2004, 2009, 2014 and 2017 that the national election were held at India and on every occasion Mr Shyam Negi has cast his vote for the party that  he liked the most .

This time around 2019 when his age was aroung 103 years with his ACHING KNEES and a vision as good as nil, he reached the voting centre with his 50 years old GRAND- DAUGHTER-IN-LAW to cast his vote. He ws given a WARM welcome by the polling booth and it’s authority who were administrating the booth and he and his family were given a SPECIAL place and ACCORD to vote .There was a special welcome which was arranged for him as a red carpet was laid for him .

“ Deputy Commissioner, then ,  Hemraj Bairwa honoured Mr. Negi with a Kinnauri 'topi' and shawl. The DC said young voters should get “ inspiration” from Negi, who turned up to cast his vote despite bad health ” .

Mr Negi had an aopportunity as well to act in a HINDI film by the name “ SANAM RE ” . He said that he NEVER missed any chance of voting for the party and the CORRECT candidate that he liked and he appealed everybody to vote and NOT to miss the opportunity.

This FIRST EVER VOTER OF INDIA was born on July 1st 1917, as per the official record that he could provide .

He vividly remembers the date .He says it was October 23rd 1951 when the voting for Kalpa was hel.That was because of the fact that Kalpa during those years was always under the attack of some or the other disease especially that would occur from the last week of December and would sway it’s hold till  the end of march.  Hence when I explained all this to Mr Nehru, he immediately swung into action and held the voting for kalpa during October.There were only FIVE families that reised at Kalpa and I was the only ine who was above 21 years of age then , the right of the age to execrcise his voting right and I voted then. I was almost 34 and a half years , a bit MORE than it, by then .

He proudly says that from my age of 35 then to now at 105 years , the LAST seventy years- all across the world the pattern of election and it’s constitution has changed.

DYNASTY , AUTOCRACY , DICTOTARIALS , ANARCHY ……. Every system of voting has taken it’s shape in all the countries across the world but in India it is the same, the DEMOCRATICAL form of voting and election……..

AND THAT IS THE HALLMARK OF INDIA, AND IT’S ELECTORAL PROCESS…………

Mr Shyamal Bhattacharjee, the author was born at West Chirimiri Colliery at District Surguja, Chattisgarh on July 6th 1959 He received his early education at Carmel Convent School Bishrampur and later at Christ Church Boys' Higher Secondary School at Jabalpur.
