Revisiting and Reliving the Tales Of President Rule At West Bengal

The way the State of Bengal atleast ONE-AND-A-HALF years before the present election took place in 2021, and about twenty months ago to be precise when the violence and those incidents took place at West Bengal, and all the bloody incident started  started taking place,  the manner in which the entire state saw the violence in full scale , if I have to say ,  it is openly construed that ,  behind the curtain completely , these are  orchestrated by the ruling party, it  completely gives a logic to anybody and everybody to apply the President rule at the state.

DILEMMA - ::

The dilemma is the State has chosen a Government which is not even three weeks of age as on the day of  writing this article. This Government has come into the force by the people electing them with a 2/3 majority. An elected Government with that kind of a majority straight cannot be put under the President Rule at once .   To apply and implement the same, HENCE PROACTIVE AND INSTANT APPLICATION AS A MEASURE IS NEEDED. 

However the violence does not seems to end and everyday after May 2^nd 2021 we have been noticing that the incident of either the murder of the BJP workers in the maximum, and at times the murders of the Non- BJP workers , like the Left-Communist workers, the Congress workers too are not spared at all by the TMC goons. These are all PRE-PLANNED murders, as same as the omen's in reverse, as as the one's ,  that use to take place when the LEFT-COMMUNIST rule was there in the state. 

The Chief Minister of the State is completely ineffective and she is rendered toothless to either take any action to completely cease off the violence or to put an end of the same. These workers of the TMC now, at one point of the time were the workers on the field for the LEFT-COMMUNIST party. It is only the name has changed, the behavior has not and it does not seems that it will change.

It cannot go on and on, but these will go. If the Centre does not takes a stern step, which it has to take in all measures, the violence will spread and this will keep on taking place for the next Five years. Bengal has a unique tales and a history of spread out violence in a planned phase and manner and the Left-Communist party were the one who allowed this cultivation to grow up and heap the matter in a large scale but in a slow and a phased manner .

How much how these kind of political killings  and the murder keeps on happening could be gauged by the fact that between 1977 to 1997 there were about 86 established grass root and field workers of the Congress party were slayed and killed. Mr Jyoti Basi as the Chief Ministyer just gave it a damn and a blind eye. It only proves that these kind of murders are a part of a long terms planning at Bengal .

The present Chief Minister Ms Mamta Banerjee, was lucky to survive a about 100% slay to her life way back in the nineties and before that she was brutally attacked and attempts were made to KILL her by the Left-Communist Goons between 1991 to 1999. As a proof I hereby put down a picture of her  above, depicting , where she is being attacked by the Left-Communist goons and the Congress Women wing comprising of the lady Workers of the Congress, and also some of her party men ,  trying to save her life.

The Question Of Conjecture - ::

Conjecture and it’s related questions would be in plenty. However what could be the real answer would be present by me and that  WOULD BE MY OWN PERSONAL COMMENTS AND OBSERVATIONS.  However I would like to first trace down the MEMOIRS and the HISTORY of the president Rule in West Bengal/Bengal from then in 1962 to the last.

We have left the exceedingly thrilling period  that warmed up the stage for the 2019 Lok Sabha elections; the crisis in West Bengal – the high voltage drama, rather – has added in an extra dimension to the already tensed and mercurial temper of Indian politics.

The kind of a violence that Bengal witnessed , everytime when Mr Amit Shah and Mr J.P. Nadda visited Bengal then , the  speculations were rife surrounding an impending President’s Rule; while the West Bengal CM has openly challenged the centre to invoke Article 356, the BJP government at the centre maintains, though the unfortunate incident of an unprecedented and prosecutable scuffle between CBI and Kolkata Police and the theatrics that ensued, were, that they called  as the  ‘ bordered on the failure of constitutional machinery ’, the situation in the state is not grave enough to impose President’s Rule yet. However it needs to be implemented after a passage of some time and that ought to be done with full preparation . 

If at all, the highly conjectured situation becomes a reality in the coming days, it won’t be the first time that Bengal would be faced with a governmental shut-down; in fact, it would be the sixth, as the state has come under President’s Rule in five different occasions previously.

The Ineption and the origin of it all - ::

The first time Article 356 was enacted on West Bengal was upon the death of Chief Minister, Bidhan Chandra Roy in July 1962, albeit for a short span of 7 days, till the next leader was elected and Prafulla Chandra Sen assumed office on 9^th July 1962. Introducing the President’s Rule in this one occasion was an organic and obvious step without any political hiccups and the state could come out of it smoothly.

The 2^nd occasion - ::

The state came under President’s Rule again on 20^th  February 1968, after Chief Minister , when then , Dr. P.C. Ghosh relinquished his authorities and submitted his resignation to the Governor of West Bengal, Mr. Dharma Vira. His was a short-lived coalition government that went out of office in just three months. Subsequently, President Dr. Zakir Hussain signed the proclamation affirming the emergence of circumstances that rendered it impossible for the government to function in accordance with the provisions of the constitution, thereby obligating him to exercise his powers as bestowed under Article 356 and dissolving the State Legislative Assembly. West Bengal was governed under President’s Rule for over a year, till Ajoy Kumar Mukherjee assumed office as the elected Chief Minister in the state’s fifth Legislative Assembly elections.

Unfortunate again , the coalition fails-::

Unfortunately, this coalition government of Bangla Congress and CPI(M), much like the one it succeeded, on account of growing disharmony and unsettling differences among members, was fated to collapse. Following a short tenure of a year and 19 days, Mukherjee presented his resignation to the governor, leading the state to its third phase of President’s Rule. The state ran without an assembly for over a year: from 19^th March 1970 to 2^nd April 1971.

The Tale Of Horror And It’s Reel Continues - ::

Now these were tumultuous times for the people of West Bengal as the state was on a roller-coaster ride that swapped between a government and President’s Rule every 6 months to 1 year. In April 1971, Ajoy Kumar Mukherjee, was appointed the Chief Minister of the state, to preside over a coalition government, again. Came as a shock to no one, when, in less than 3 months, the governmental machinery came crashing down, leaving voters exhausted, and the state in shambles. The inevitable break-down resulted in a 265-days-long President’s Rule under V.V Giri.

A Stable Government Under Mr Siddarth Shankar Roy stalemates the ruins-::

In March 1972, West Bengal got its first stable government since the Third Assembly. The INC government led by Siddhartha Shankar Ray stayed in office for 5 years and 41 days. The assembly was dissolved on the 30^th of April 1977, and the vacant office was brought under President’s Rule for the fifth time, though for an expanse of only 51 days, this time. On June 21^st, 1977, the newly elected CM, Jyoti Basu assumed the Office of Chief Minister, thus, marking the dawn of an uninterrupted three-decade-long regime of the communist empire in Bengal.

It’s been over four decades since those wavering years of legislative uncertainty suffered by the state; the Communists and the TMC have given stable governance to its people. Satisfactory? , could it be termed at all taking all the GDP and the factors of the LAW into the account by any means. Can or could it be termed as satisfactory at all. Let that be a debate for a different day.

Raw And Overpowering ‘’ BENGALI – EMOTIONS ”

Issue at hand is, ‘ will or will not the center wield the ultimate weapon in its armory ’. If dissolving the Mamata government is the sole impetus, it will. But will that prove to be rewarding enough for the BJP in the longer run? West Bengal is home to people who are driven by raw and overpowering emotions; dislodging their voted leader would only secure her sympathy and more electoral gains in the approaching elections.

What needs to be done at Bengal - ::

These are my FIRST steps and my PERSONAL views and this has been applied at the state of Mizoram, Nagaland and Bihar by the Indira Gandhi Government and a study should be made very purposely by the Central Government at the centre to completely make Bengal a safer place .

If the Centre is NOT doing this- SLOWLY , either the entire places which are the BJP strong hold will be devoid of the the BJP voters and the entire area will be taken away by the ROHINGYAS-BANGLADESHI-PAKISTANI and the illegals Muslims and the entire area would definitely become a Muslim area which the Muslims and the TMC wants it to be done.

Forcibly the people on the fear would convert the inhabitants Hindus into Muslims and the Pakistani-Bangladeshi theory would make Bengal a MUSLIM DOMINATED BELT and a Muslim area by all the means.

 THERE IS A BACK DOOR PLOY TO CONVERT BENGAL INTO A MUSLIM POPULUS STATE AND THEN SEPARATE IT FROM INDIA. The TWO nation which actually wants this to be done are the LEFT-COMMUNIST and the Pakistan . The Chinese because Bengal for most of the time has been ruled by the COMMUNIST-LEFT policies, and Pakistan because it wants to break Bengal as India had created Bangladesh .Pakistan along with Khalistan also wants to seperate Punjab by breaking it into PUNJAB PAKISTAN and KHALISTAN .  This theory was many a days ago, brought into the light by a Congressi leaders of West Bengal then, Mr Soumen Mitra,  and now Bengal, to Mr Rajiv Gandhi, who after hearing to it had VOWED that when he become the Prime Minister of India again in 1991 , HE WOULD FIRST WIPE OUT THE LEFT AND THE ANTI-SOCIAL  IN THE STATE AND OF BENGAL. Later on he wanted to take on Pakistan.   Unfortunately that did not happen.

This slowly we see is going that direction under the CUNNING and the WATCHFUL eye of Ms Mamta Banerjee. Something needs to be done and a solution ought to b brought under the schemes of the things.

The FIRST is-:

A ) . The Centre has to select the most SENSITIVE AREAS of Bengal in terms of the District and moffusils and will have to apply the Article 249 in those areas. By that process those areas will be under the Centre, and those areas under the constitution then is termed as the SCHEDULED - SPECIFIED area.  These have to be  manned by the Para- Military force. These places then will have to be evacuated off the ILLEGAL and all the CRIMINALS that are Bangladeshi’s, the Pakistani’s, the Rohingyas, and the local Bengalis, maybe the Hindus of the TMC or the Muslims, ie , their goons.

Criminals and INFILTRATORS have been entering and settling at Bengal to do their acts and whisk away again from the places that they come. This is happening since 2011 but thre is no end of it. Murders, loots, RAPES, arson, RAPE-KILL-HANG-TO-DEATH have been the fashion of the days and the decades since then . The worst sufferers are the PURE-HINDUS, and these have been toyed with as the rat is toyed by the cats. 

 To start with the most critical sensitive places have to be selected . At every places these and their list needs to be prepared and these goons ought to be sent for the trials. There are many who have been given the ration card, the voters card, and what not. These DEVILS with the help of those identities have become the Indian citizen courtesy Mamta Banerjee. These have to be driven away. Those who have committed murders like raping a 13 years of age and then slayed them/her, ought to be HANGED by every means. There are plenty and plenty of these kind of acts that have taken place . 

Done away with the moffusils and the far away villages the centre stage ought to be the towns and the cities next. THIS IS THE ETERNAL GIFT THAT THE BJP CAN OFFER AND PRESENT IT TO THE CONGRESS.  Perhaps this would atleast give some PEACE to the SOUL of Rajiv Gandhi who really wanted this to happen at Bengal . 

HOWEVER RAJIV GANDHI CANNOT BE FORGOTTEN ABOUT THE SIKH MASSACRE OF 1984

The Second -::

B ) . The crime of every MLA or the MP and even the HIGH-FLIERS that encircles the Bengal State and it’s leaders ought to be completely reopened and every case ought to be handed to the C.B.I that relates to crime and the Enforcement Directors if that relates to the breach of the financial affairs .The  R.B.I too has to issue the charge sheets if the money in terms of the Euros and the Dollars have been in the mainstay for all the illegal activities that have been the centre stage at Bengal.

There have been many an ATTEMPT TO MURDER case that was tried out but without much success to many at Bengal. These were either the Bengalis from the state or maybe the OUTSIDERS ,  from Bangladesh, Rohingyas, Pakistan , who were brought in by the local administration. The cases ought to be opened. The culprits and the offenders ought and needs to be HANGED- nothing less, nothing more. 

Any case that relates to the political entities ought to be tried out at New Delhi or at any place outside Bengal and NOT within the state.

If the case study directs to Ms Mamta Banerjee she also has to face the consequences and if the picture that emerges out of these studies reveals that the entire state ought to be put under the president Rule- IT HAS TO BE FOR A PERIOD OF FIVE YEARS.

 EVERY MUSLIM POLITICAL LEADERS AND EVERY MUSLIM MLA's OR THE MP's OUGHT TO BE COMPLETELY VERIFIED FOR THEIR EACH AND EVERY ACT THAT HAD TAKEN PLACE AT BENGAL THAT RELATES TO VARIOUS VIOLENCE .  It would surprise many and many  to find and know that these are the one's who have orchestrated most of the violence from behind the curtain. 

 Every pre passage of the SIX months, once the President Rule is applied ,  ought to see the Prime Minister extending this rule for yet another six months with the kind permission of the Hon'ble President ,  to stretch it for three years and thereafter the article 360 ought to be implied upon. This needs to be done for THREE years, and that is the last limit.  The Article 360 is the FINANCIAL-CONSTRAINT-PRESIDENT-RULE

What Mr Siddartha Shankar Ray did it between 1972 to 1977 also needs to be done to the MAOIST, ROHINGYASS, BANGLADESHI’s PAKISTANI’s and the ILLEGLES residing at Bengal and that too under  the law. Mr ray DID NOT TAKE THE COGNISANCE OF THE LAW , but this Government ought to take it.

All the decisions ought to be taken under a SUPER-FAST-TRACK court and the culprits ought to be shown the proper place be it HANG TO DEATH or AIRLIFTED and THROWN to the PACIFIC. Without that a kind of a very FORCEFUL and an STRICT STEP nothing can change at Bengal.

This state slowly is turning into a MUSLIM STATE with so many an illegal Muslims taking it over and the acts are being, behind the curtain helped by the State Government in one or the other manner.

Bengal NEEDS to be CLEANSED- ONCE AND ALL FOR EVER.

In my opinion the President Rule immediately is NOT the answer. Step by step the other process of caging the HI-FLI and the MUSCLEMAN of the entire stare with their UNDOING-TO-DO-THE-WRONGS ought to be opened out and the Law ought to take the cognizance before the PRESIDENT RULE is implied and IMPOSED.

If Article 370 can GO, if Article 35A can PLAY , if TRIPLE TALLAQ can HOLD,  if many a ILL-WICKED at U.P., M.P, Rajasthan and at Gujarat can be put and creased for GOOD- what is Bngal and the GOONS of the political party.

Everyday we would hear them HOWLING on the TV screen at the studio of the various channels…..

 HOWLS- BE OF THE ANIMALS OR THE MAMMALS OR THE HUMAN BEING….. IT PROVES TAT THE NERVES AT THE RIGHT PLACE IS BEING PRESSED AND THE PAINS ARE UNBEARBLE WHICCH PRODUCES THOSE HOWLS…..

Mrs Indira Gandhi had PERFECTLY showed that and Mr Siddarth Shankar Ray has DEMONSTRATED that at Bengal from 1972 to 1977…..
